Experience

Present Value Services (11/17 to present), Deleon Springs, Florida:  Mr. Meeks began Present Value Services (PVS) to provide expert Right of Way Appraisal related services to governmental and private organizations with personal attention.  The goal of PVS is to offer tailored services to the client that satisfy the quality and production goals necessary in the field of eminent domain.  Mr. Meeks has 30+ years of experience as an appraiser, appraisal reviewer, manager, and cost estimator.  The combination of experience, knowledge, and understanding of the requirements for the field of eminent domain gives Mr. Meeks a unique opportunity to deliver services that are able to meet and exceed the client’s expectations.

Senior Right of Way Manager for AECOM, Deland, Florida (3/14 to 11/17): Mr. Meeks started a Right of Way program for then URS Corporation (now AECOM) utilizing his years of real estate experience, and secured four government contracts in the first year and a half.  He directly supervises seven employees, and is actively involved in providing Right of Way Cost Estimates and Appraisal Review for FDOT District Five work program requirements while continuing business development services for the company.   His expertise is in real estate valuation, project management, and developing research and management tools using database software. 

District R/ W Administrator- Appraisal, Florida Department of Transportation, District Five, Florida (12/11 to 03/14): Managed District Five's Appraisal Department composed of seven Review Appraisers and one support staff. Duties included contracting with appraisal and engineering consultants, negotiating fees, measuring performance goals for appraisers and reviewers, selection of appraisal firms for District Wide Contracts, providing technical advice to deliver quality appraisals for negotiation and litigation.  In addition Mr. Meeks was coordinating with acquisition, relocation, property management, and legal to resolve issues necessary to achieve work program goals.

Senior Appraiser, Florida Department of Transportation, District Five, Florida (3/93 to 12/11): Review Appraiser for FDOT right of way acquisitions. Primary duties involved the review of consultant appraisal reports to assure compliance with the Florida Supplemental Standards and USPAP. The reports are used to establish recommended compensation for negotiations, and eminent domain proceedings. Additional duties included development of the computerized Cost Estimate form and Cost Estimate Management Database spreadsheet.

Staff Appraiser, Pardue, Heid, Church, Smith and Waller, Inc., Orlando, Florida (8/91 to 3/93): Appraised a variety of properties for road widening projects and power line easements. Clients included Orange County, Florida Power Corp., and several attorneys.  

Broker/ Owner, Present Value Properties & Everclean Services, Winter Garden, Florida (8/89 to 8/91): Operated a real estate brokerage/ management office and commercial cleaning service with multiple employees.

Staff Appraiser, Hastings and Associates, Orlando, Florida (10/85 to 8/89): Appraised eminent domain acquisitions for road widening and power line easements. Primary clients were Florida Power Corp., FDOT, Orange County, Seminole County, and property owner attorneys.
